As you know, in the past I have been a strong supporter of packages explicitly stating Rules-Requires-Root. However, with recent changes to the tooling, the default is now for all packages to be processed as 'Rules-Requires-Root: no' if they don’t state otherwise. Meaning that if this field is left blank and it really needs to be populated, then the build process should fail and it will be very obvious. So, I don’t think it is really necessary for you to mention this lintian tag anymore unless you want to.
