   * Remove constraints unnecessary since buster (oldstable).

   * Update standards version to 4.6.2, no changes needed.
   * Disable -Werror=array-bounds.

This update fixes an (erroneous) build failure from -Werror=array-bounds when
building with LTO enabled. It should build on Ubuntu again and migrate to lunar.
