You can use the dcmd wrapper from devscripts:

    $ dcmd echo foo.changes

it also supports getting various subsets, only debs (--debs), only tarballs
(--tar) and even just the package names (--package, -p).

In fact just today I figured out how to download all the debs for a source
package (given a changes file):

    $ dcmd -p apt download foo.changes
