The update of patch 0001-Disable-test-because-of-missing-.js-files.patch
consists of:

which seems bogus to me -- why transport-encode it when there's no transport
involved, and everything on the local system should accept unescaped regular
Unicode fine (and if not, that's a bug).

But, this is just a purely cosmetic nitpick.  Not that anyone ever reads
quilt patch headers anymore, we got git.
