Following the the suggestion by Roland, I moved the xorn executable to gedalib-common. In addition I removed the closes clause for #936593 and closed #966736 in the changelog. Lintian complained about inconsistent licenses. So I made debian/copyright aware that certain files are GFDL licensed (with no invariant parts).
