I’m going to sponsor your package, but I found these issues with it:

* Your package vendors libgsl. Is it modified in any way? If no, can we use the packaged version instead? In any case, it’s missing from debian/copyright, you may use libgsl’s package to get inspiration for the missing entries.
* Ditto for gtest. Judging by .gitmodules, both issues can be worked around by switching to a Git uscan method as it doesn’t include submodules into the tarball.
* License/copyrights for app/utf8/* also need to be mentioned
