There is no translation service for program texts, the "upstream" project has to provide the
translations.
(AFAIK There is only teams for translating debconf prompts and package descriptions.)

Not sure if that answers your question…
(Here's a packagei [A] I maintain that uses translations. Look at the content
of the binary package and at the Makefile and debian/rules. Maybe that helps.)
