- Remove debian/compat.

- Add Rules-Requires-Root: no.
* debian/copyright:
- Add year 2020 to debian/*.
- Use secure URI.
- Change Source to directory listing.
- Add paragraph for FLOSS.
- Fix lintian *-globbing-patterns errors.
