I would maintain this package inside the Games team, as I think it fits in there.
Regarding the first exception in debian/source/options: currently the projects relies on NVIDIA's NVML (I want to make that optional), and ships a header file with a non-free license. I asked upstream to also provide a tarball without this header file, with this I can put the package into contrib using libnvidia-ml-dev as dependency.
Regarding the second exception: It's from a git submodule, I'm not entirely sure with there's a diff, I don't know and tbh I don't care too much about it, the files which have conflict aren't used at all in the build process, and I already asked for a new tarball twice (old ones had no compression or diffs). Anyway, I'm working on upstream to remove the git submodule, so that this shouldn't be a problem in the future.
