What justifies a NEWS.Debian is the fact that users' existing
configuration if broken by the obsolescence/non-existence of freedb.org.
If upstream introduced a incompatible config key change in a new
version that would break users' existing config then this would also
justify a NEWS.Debian.

Changes that do not require user action should never interrupt an
upgrade.  Maxim: do not nag users unnecessarily.
