Only reason is that ftp-masters have already reviewed 6.5.8 and so I
think it becomes easier for them if we upload the same version again
with only the changes they have pointed out. Atleast, thats what I
realized from the past uploads.

I thought about that, but didn't wanted to change it now. Will do it
definitely for the next upload.

Yes. I will also move to compat level 13 and at the same time rework on d/rules.
