It probably belongs in contrib as you can't use it without the assets.
openttd used be the same, nowadays there are free assets though, so it
moved to main.

You are probably best of contacting the Debian Games Team:

(the wikipage looks a bit dated at first, but the info should be good)

They will know how things are best done and you will likely find
a sponsor there as well. Things like game-data-packager might also be
interesting to look into.

Package name conflicts are on the other hand not so nice usually, but
the team can help you with that as well probably. For games it tends to
not be that important how the package/binary is named anyhow (compared
to command line tools like awk for example).
