 * drop --as-needed
 * fix spelling
 * finalize changelog (dch -r)

By the way, why

	[ -z "${IRQBALANCE_ONESHOT+x} ]

instead of plain

	[ -z "${IRQBALANCE_ONESHOT}" ]

?
