Both of these work only for packages uploaded but not yet picked up for
processing (the first of two mails you get after an upload).  That is:
* a small time window for usual uploads
* DELAYED

Once the package has been taken for NEW, it's out of your reach, and you
need to ask for a REJECT.  Best way is hopping on IRC to #debian-ftp --
this is where ftpfolks hang out.
