Hi!
This is a stable update, and one that doesn't go through the security team.
Thus, you first need to obtain the Release Team's approval.  This is done by
reporting a "stable proposed updates" bug on "release.debian.org"; the bug
needs to include debdiff of your proposed update.

Only once approval is granted, we may proceed with the upload.

There's more documentation in the developers-reference, section 5.5.1.
