Most likely yes.  My hunch is that one or more of the input files is
missing the .debug_info section, and the version of dwz used for the
build (0.12.20190710-1) silently exits unsuccessfully on those.

This has been fixed in the next dwz upload:

However, that version did FTBFS on mips*. :-(

Surely, dh_dwz is just an optimization tool to reduce the size of the
debug information, so that the -dbgsym packages become smaller.
