If you want your package to be uploaded into Debian you need to make a
proper source package instead of using this script (which uses dpkg-deb
-b). You may want to start at https://mentors.debian.net/intro-maintainers

I have spent a lot of time reading doc after doc after doc. It is really a maze
of docs out there (who would have thought that making a debian package
was so complicated). So, just showing me the entrance of the maze does
not seem so helpful. 

Although we already have several command-line password managers in the
archive.

Each one of them may have different features from the others.
But if such a package seems to be totally useless, it is better to save
myself the trouble of making a debian package.
