This package is orphaned in debian since almost 2 years. It is present under the name "open-cobol", which was the project's name until 2013
The version in Debian stable/testing/unstable is 1.1, released in 2008, whereas this is the last major version: 2.2 (2017-10).
It builds those binary packages:
gnucobol - COBOL compiler
libcob4 - COBOL compiler - runtime library
libcob4-dev - COBOL compiler - development files
open-cobol - transitional dummy package for gnucobol
