I am looking for a sponsor for team's package "opencc".

   * d/control: Bump debhelper compat to v11.
   * d/rules: Use NEWS.md as upstream changelog.
   * d/shlibs: Explicitly require the latest library version.

Looking through git history, there seems to be no API changes thus transition is not
needed.
