I tried to reproduce the upgrade failure in piuparts a few times, but
the upgrades always succeeded. So I'm not sure which commands
Andreas was using when he found the bug.

My piuparts command line: piuparts -d buster -d sid -a libexif-dev libexif-doc
I even tried using the changes file, but the upgrades succeeded in that test as well.
