I wonder if it would be better to name the command-like tool package
"t3highlight" instead of "libt3highlight-bin".  Usually, libfoo-bin is for
tools required by or dealing with a library, while t3highlight is an
end-user tool for which the library is merely an implementation detail.

This is only a suggestion -- you may decide to ignore it.

Also, that tool package may declare "Multi-Arch: foreign".
