Here's a review:

As they are in every file, they are problematic.
Does that mean that the files are under both licenses?
That would be bad, as the GPL does not allow further restrictions, so it would be
incompatible and not distributeable.
I think the key question is how PokeMMO is involved in the creation of those files?
Can you expand on it?

This file comes without source. So this package cannot go into contrib.

This is not acceptable. You have (if this is permitted by the tos) copy the
tos here. You cannot refer to an online document, because you cannot gurantee that
the license will be revoke the (limited!) distributions rights.
Skimming the TOS, PokeMMO.eu only grants a *terminable* licenses.

I'm sorry, but I think this makes it unsuitable for inclusion into Debian, even not for
non-free.

Maybe this would work: If the jar is also downloaded and the license incompatibility solved...
