It was the error of dhelp, I was able to reproduce this. Without Apache it worked because dhelp tries to guess it should redirect a browser to local filesystem or to localhost server. I daresay if you install apache2 and enable dhelp.conf file and cgi module, the package will be working. But maintainer scripts don't turn cgi module on automatically at the moment. I'll try to solve this.
