Just a nitpick.
Usually the -doc packages are suggested from other packages.

So, please add a 

"Suggests: foo-doc"
on the foo-dev package.

I go through your comments, and find you only have doubt on multiarch,
others are all ack/resolved.
So multiarch is the block for you to upload?
Or you can allow me to do it in 2nd upload for this package?
