One good solution would be to have the ‘gap’ package build a new binary
package, maybe ‘gap-data’, that contains the data you need in a format
likely to be useful for many purposes.

Could you work with the ‘gap’ package maintainer to achieve that?

Once ‘gap-data’ (if that is the name the ‘gap’ maintainers decide)
exists, your poposed pacakge can “Build-Depends: gap-data” and work
forward from there.
