`netconfd` started without any arguments creates UNIX socket /tmp/ncxserver.sock and listens for connections.

`netconf-subsystem` is called from OpenSSH and connects to /tmp/ncxserver.sock for each ssh client connecting to the netconf subsystem. `man netconfd` or the wiki guides e.g. http://www.yuma123.org/wiki/index.php/Yuma_Quickstart_Guide#NETCONF_Server contain detailed information.
