The changelog for this package didn't help me understand what's going on, so I'll answer in general:

A change like this does look suspicious, but it's not necessarily an error.

1) It could be because the function changed in such a way that old programs continue to work, but it enabled a feature newly compiled code may take advantage of.

2) Or it could be because the symbol, contrary to its name, was actually introduced in version 1.0, that is, the original symbols file was erroneous.

what does this mean? do reverse-dependencies needs a rebuild then?

In the second case, some rev-deps might need to be rebuilt to correct their Depends.
