It's bad to say just "Closes: #number" without explanation.  I've changed
this line to:
    * Use format 3.0 (quilt).  Closes: #669696

Also, build flags aren't properly passed and manpage errors remain, but
these are not regressions.  A QA upload is not required to fix everything,
we can fix the rest in another go.
