Yes, definitely! I have already submitted a patch upstream which has
been merged:

But alas 3.1.7 is released without this change and I have to cope with
it somehow. So this is a temporary workaround which should disappear in
the next package version.

When I remove quilt from Build-Depends-Indep AND Build-Depends and run

gbp buildpackage --git-ignore-new --git-upstream-tag='3.1.7' --git-debian-branch=master

I get this error from lintian:

E: cl-asdf source: missing-build-dependency-for-dh_-command dh_quilt_patch => quilt

And this was the reason why I added quilt to debian/control in the first
place.
