Well, there is one. Only the package search engine does
not show it:
  https://packages.debian.org/search?keywords=linux&searchon=names&suite=stable&section=all
That search page defaults to searching binary packages, not source packages, and only the source package is named just "linux"; the binary packages are "linux-image-4.1.0-2-amd64", etc.

"linux-source" is a binary package that actually contains source; it exists because a few packages (e.g. user-mode-linux, cpqarrayd) (build-)depend on it, as it is not possible to (build-)depend on source packages.
