It would be 2.3.8-1~bpo8+1 because a backport is not an NMU. 

Even if you wanted to add any such indication, you cannot modify the
version part left of the "~", otherwise your backported version would be
considered more recent than the non-backported one. 2.3.8-1.1~bpo8+0.1
or 2.3.8-1.1~bpo8+0+nmu1 would be more correct. But again, not an NMU,
just a regular backport.
