why is the -dev package versioned?
This version changes the soname (as you know), and with that there might
be a multi-package transition (didn't checked).
It becomes unnecessarly hard to do a transition when you need to do
sourceful uploads of all the reverse build-deps to change the build-dep.
Usually -dev packages aren't versioned, and they just depends on the
last lib package.
This is how you do a library transition in debian:

Now, this might not apply to primesieve, since it's a quite new package
and there might be no r-deps yet, but I think it's sensible to take the
occasion and rename that versioned -dev package to the unversioned
counterpart.
Also check if there are r-deps, and if there are, please follow that
wiki page linked above.
