BSD-2-clause with header



Hi everyone,

I'm packaging a software which includes the following license statement:

This is exactly the 2-clause BSD, plus the header
```
 Under the terms of Contract DE-AC04-94AL85000 with Sandia Corporation,  the U.S. Government retains certain rights in this software.
```
Does the header count as copyright statement? Can we call this license BSD-2-clause?
