the packaging as said in a private thread looks mostly good to me.
However, please restore the VCS fields, since I sent on your behalf the collab-maint
join request

please comment in changelog why you did comment two patches
(the first one is nice to see also removed, while the second one needs an explanation)
I did a clean build, and debdiffed the previous deb and the current one
debdiff supervisor_3.0r1-1_all.deb supervisor_3.1.3-1_all.deb
seems that there is a lot of stuff missing, including the real python library
I'm not sure, but the switch to pybuild has changed something in dh_install status
(I didn't investigate, DH_VERBOSE=1 might help, and also looking at build logs and changes files with debdiff/meld)
