jessie freeze policy: about translation updates

Hi,

Jessie Freeze Policy [1] says that "translation updates and documentation fixes that are included with fixes for the above criteria" can be considered.

What does exactly mean "translation updates" ? Does it include the add of new debconf .po files (i.e add support for a language that is not supported yet) as well as updates of the existing ones ?
