In general Debian expects sponsored package maintainers to be
proactive about finding sponsors; contacting former sponsors, working
on their packages even while on mentors, finding new sponsors. Some

It is too late for awstats to reach Debian jessie before the freeze.
As a result once someone sponsors it you would have to ask the release
team for an unblock. That said, I'm not sure if they would accept a
new upstream release.
