Since your package is normal package and does not conflict with anything else, IMHO it should be optional. extra is fine for debugging symbols, maybe big manuals and so on. Your package is a GUI that can be optional. Policy also points to TeX as an example. Optional does not mean this. It just means "hey you can install it if you want or need this package". It does not imply that you must install it or it is pulled by something.
