Alternatively, one can download the package with dget using this command:

Fuseloop allows one to populate a disk image which includes a partition
table with file systems by loop mounting one partition of that disk
image to a new file. This allows tools like mke2fs and fuse-ext2 which
are able to work on regular files but do not allow to specify an offset
and size to indirectly work on that disk image.
