If you don't want to involve autoconf and friends, you may want to try mk-configure, which is easier to use. It gives you install, clean and other typically used targets for free, among more specific things. It's also easily integrated with dh, you just need to build-depend on it and add --buildsystem=mkcmake to your rules file.
