No, and you do not have to use a VCS for packaging. The problem isn't
that...it's the fact that you haven't mentioned where you've uploaded
the package that you would like someone to review and sponsor. Please
take a look at [1], in particular steps 3 and 4, if you have no idea
how to proceed.
