Uploading to unstable, ... when.

Hi,

If the package "foo" depends on the package "libbar-dev" and
"libbar-dev" is in new queue waiting for approval, can I upload the
package "foo" build on the sid chroot with the package "libbar-dev"
manually installed to it?

Or I should wait the package "libbar-dev" to be moved to sid?
