I think it is also helpful if there is no A anymore and a user wants

So, if one renames a package and the renamed package has no conflict
to the old one, there should be no flag set? Just to be sure: it is
correct that there will be no indication at all that cpl-plugin-xsh
was renamed to cpl-plugin-xsh?

Sounds weird to me but if you thinkt it is right, I'll do this.
