There currently are a number of issues with doxygen on armel involving
segfaults and hangs. The cause is not yet well understood. Most
maintainers hitting these issues went ahead and moved documentation to
arch:all packages (what Jakub Wilk and Paul Wise explained). Should you
encounter a reliable method to reproduce the issue on the sid version of
doxygen (bonus points for a small test case), that might get things
going.

The current bug reports #657917 #596632 #605585 #657845 mostly fall in
two classes:
 * No traceback whatsoever.
 * Using an old version of doxygen and not recently reproduced.
I guess that most of these occur randomly (race conditions). In some
cases disabling parallel invocation of dot workers has helped.
