retitle WNPP bug

I would make my first package so
I would retitle this http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=652580
from RFP to ITP. I am still not DM, can I do it? I need to have a
sponsor ti retitle the WNPP bug?
