In 99% cases, there are no changes needed, so it's pointless to spam the
changelog, and if some changes did indeed occur, they are not really related
to the policy itself (merely required by it).
Noting policy bumps had some miniscule reason before lintian started
shouting, but nowadays, it is NOT bumping that could be notable.
