I've just went ahead and tried that, by simply bumping the xulrunner-dev and icedove-dev b-deps to (>= 17.0).

The package built fine against those version and the resulting dependencies look ok also from a cursory glance:

Depends: libc6 (>= 2.4), libgcc1 (>= 1:4.1.1), libglib2.0-0 (>= 2.12.0), libgnome-keyring0 (>= 3.2.2-2~), libnspr4 (>= 2:4.9-2~) | libnspr4-0d (>= 1.8.0.10), libstdc++6 (>= 4.1.1), iceweasel (>= 17.0) | icedove (>= 17.0)
 Enhances: icedove, iceweasel
 Conflicts: iceape (<< 2.0), iceweasel (<< 3.0)
 Breaks: icedove (>> 17.+), icedove (<< 17.0), iceweasel (<< 17.0)

In Iceweasel 17 the (recompiled) plugin seems to work fine. When I restart Icedove, I get a dialog saying, that the gnome-keyring extension is not compatible with this version, though.

Maybe my approach to bump the b-deps and recompile was too simple and no sufficient enough, but shouldn't the package rather fails to build in that case then to produce a binary which apparently doesn't work with Icedove 17.
