Any  hint is welcome.

A debian source package should be self-contained, which means that it
should not rely on any resource outside of the source itself and its
build-dependencies. If you'd download something off the internet, it
would mean that rebuilding your package with the same system would not
necessarily produce the same outcoming binary packages. Plus, there are
buildds without Internet access.

I'd contact upstream to see whether they would include the changelog in
the tarball from the next release on, but in the mean time just don't
worry about it, I don't think any potential sponsor will hold that
against you.

I have already contacted the upstream maintainer.
I will ask him to include a changelog.
