Sorry, but not helpful. They only represent ~13% on nearly default Wheezy setup and 
second package I semi-randomly piked has:
Files: cpan/Win32/*
Copyright: unknown
License: GPL-1+ or Artistic
 There are no copyright notices or license information in this distribution.
