I think you want this spec instead since it specifies icon names:

http://standards.freedesktop.org/icon-naming-spec/icon-naming-spec-latest.html

If your package only uses icon names from this spec then I would
suggest defining a fd-icon-theme (or similar) virtual package:

http://www.debian.org/doc/packaging-manuals/virtual-package-names-list.txt

Then get lintian to check icon theme packages to make sure they
Provide: fd-icon-theme.
