Howto create a Repo?

I build a font that I packaged on a Ubuntu PPA:
 https://launchpad.net/~packager-pecita/ ... otf-pecita .

Although this package is intrinsically "noarch" PPAs require me toattach them to a distribution of Ubuntu and I can not use it in Debian.

I wish to create an maintain a Debian repository so I could do the same
thing in Debian.
How could I procede without knowing any Debian Developper?
